Mrs. Caroline F. Fawkes, Supervisor of Elections for the U.S. Virgin Islands, has been inducted into the prestigious Election Center Hall of Fame during the Election Center’s 41st Annual National Conference held on August 20, 2026, in Kansas City, Missouri. This distinguished honor recognizes election officials whose careers have demonstrated exceptional leadership, innovation, and commitment to strengthening the democratic process.
The Election Center, also known as the National Association for Election Officials, was founded in the early 1990’s at a time when the profession was often considered a mere clerical role too often thought to surface only every two or four years. It is now recognized as the nation’s largest professional association dedicated to supporting election administrators across the United States and its territories, with over 2,000 certified members. The Hall of Fame represents one of the organization’s highest honors, celebrating individuals whose contributions have had a lasting impact on election administration and voter services.
Supervisor Fawkes was recognized for her longstanding dedication to ensuring fair, accessible, secure and transparent elections for the residents of the U.S. Virgin Islands. Throughout her tenure as Supervisor of Elections which began in 2013, Fawkes has led several transformative initiatives that modernized election administration and helped build public confidence in the integrity of elections in the U.S. Virgin Islands.
